Moro Islamic Liberation Front Consults Grassroots Leaders Anew On Peace Process
11 August 2009
Mindanao-wide consultation meeting by Moro Islamic Liberation Front (MILF) of grassroots leaders has been ongoing since the other day and will wind up on the 12th of this month. This was learned from Ghazali Jaafar, Vice Chairman of the MILF for Political Affairs. He said the purpose of the consultation is to provide updates on the recent developments on the peace process between the government and MILF, particularly on the four issues reached by the government and MILF during the special meeting of the two parties’ peace negotiating panels in Malaysia last July 28-29, 2009. He also said the consultation is not massive as what the MILF on May 29-31 in Darapanan, the same town and province, where at least a million people came and participated in said direct consultation. This time, he continued, the number is small and averagely by a hundred and by batches. These peace gatherings are well coordinated with the government and MILF Coordinating Committees on the Cessation of Hostilities (CCCH) for the necessary security arrangements. Toks Ebrahim, chairman of MILF Coordinating Committee on the Cessation of Hostility (CCCH) signed the letter send to its counterpart in GRP CCCH Chairman, MGen. Reynaldo D. Sealan, AFP. The gathering was conceived in the wake of the declaration of suspension of military offensives (SOMO) by the GRP and the suspension of military actions (SOMA) by the MILF. The MILF has a standing policy of consulting the people on every major decision and development and make them fully aware of the reasons, implications, and complications of such developments in the struggle in general and the peace process in particular. Before the GRP-MILF Peace Talks started, the people and their leaders were consulted based on the true teachings of Islam. Shura (consultation) is expressly mentioned in Holy Qur’an 3:159 and 42:38. Prophet Muhammad (pbuh) also consulted them on matters (of public concern)." The First Bangsamoro People's Consultative Assembly was on December 3 -5, 1996, attended by 1,070,697 delegates, held in Crossing Simuay, Sultan Kudarat Maguindanao. The Second Bangsamoro People's Consultative Assembly was held on June 1-3, 2001 at the same place, time attended by 2,627,345 delegates from all over the Bangsamoro homeland, including representatives of non-Muslim indigenous communities. And the third was on May 29-31, 2005, also at Darapanan, Sultan Kudarat, Maguindanao. Aside from these were smaller consultations in other provinces especially in Lanao del Sur, Davao, General Santos City, and Western Mindanao
