OIC Expresses Support To GRP-MILF Peace Talks, Welcomes Truce Declarations

Secretary General of the Organization of Islamic Conference (OIC), Prof. Ikmeleddin Ihsanoglu, came out with an official statement supporting the peace talks between the Moro Islamic Liberation Front (MILF) and the Government of the Republic of the Philippines (GRP). This is so far the clearest expression of support from the highest OIC official to the 12-year GRP-MILF Peace Talks, which used to be marred by serious fighting between the two parties since they opened their talks on January 7, 1997. One analyst in Cotabato City told www.luwaran.com, on condition of anonymity, that the statement implies the growing relevance of the GRP-MILF Peace Talks to the 57-pan Islamic body, which traditionally supports the GRP-MNLF Peace Process since 1976 when the Tripoli Agreement was signed in Tripoli, Libya on December 23, 1976. The support was contained in an official statement released by the office of the Secretary General in Jeddah, Saudi Arabia last July 26, 2009. The statement also welcomed the decision of the GRP to declare suspension of all military offensives (SOMO) against the MILF and the latter positive response by also declaring a suspension of military actions (SOMA) against the Philippines government. The GRP’s SOMO was declared on July 23, 2009 while the MILF’s SOMA was announced and took effect last July 25. Following is the OIC Secretary General’s official statement: “The Secretary General of the Organization of the Islamic Conference (OIC), Professor Ekmeleddin Ihsanoglu, has welcomed the decision taken by the Philippine government to put an end to military operations in Southern Philippines as a prelude to the resumption of peace talks with the Moro Islamic Liberation Front (MILF), which has responded positively to the decision by halting its own military operations. “ “Ihsanoglu expressed his hope that negotiations between the two parties would resume from the point where earlier peace efforts culminated in an effort to preserve and build upon what has been achieved in this respect. He called on both parties to deploy all necessary efforts in a bid to realize security, peace, and development in Southern Philippines. He also underscored the OIC's readiness and willingness to make all-out efforts to assist the two parties in moving forward towards achieving peace. “ “It is worth recalling that the foreign ministers of the OIC Member States expressed during their meeting held in May 2009 in Damascus, Syria, their concern over the deterioration of the situation in Southern Philippines due to military operations and called upon the two parties to resume negotiations and carry off earlier achievements.“
