Norway Says Displayed Moros Are World’s Most Neglected In 2008 - NCR

Philippines tops the list of the most neglected internally displaced persons (IDPs) all over the world in 2008, cited in the Norwegian Refugee Council (NCR) Report. “The Philippines was the most neglected displacement situation in 2008. The world’s largest new displacement last year happened when 600,000 people fled fighting between the army and resistance and liberation Islamists groups in the southern region of Mindanao. The list of the ten most neglected situations of internal displacement also includes India, Zimbabwe, Ethiopia, Iraq, Yemen, Somalia, South Sudan, the Central African Republic (CAR) and Colombia,” highlighted in the report posted at the official website of NCR in May this year. NRC’s Internal Displacement Monitoring Centre (IDMC) report entitled Internal Displacement: Global Overview of Trends and Developments in 2008, cited that “an estimated 26 million people still displaced within their countries, the same number as in 2007 and the highest since the early 1990s.” NRC - IDMC based in Geneva monitors and provides up-to date information on all situations of conflict-induced internal displacement worldwide. The IDMC also conducts trainings on the protection of internally displaced persons. “International efforts have failed to reduce the scale of internal displacement caused by conflict,” NCR pointed out. “In the context of conflict prevention, forced displacement remains a major challenge, as does the protection of Internally Displaced Persons (IDPs)” said UN High Commissioner for Refugees António Guterres at the launch of the report at the International Peace Institute in New York, as quoted in the NCR website. “In a world where people are increasingly forced to move due to conflict, environmental degradation, and natural disasters related to climate change, the need for proper information and analysis remains essential,” according to Guterres. The Norwegian Refugee Council (NRC) is an independent, humanitarian non-governmental organisation which provides assistance, protection and durable solutions to refugees and internally displaced persons worldwide. NRC promotes and protects the rights of people who have been forced to flee their countries, or their homes within their countries. It is the only Norwegian organisation that specialises in international efforts aimed at this target group. “We all share the responsibility to assist and show our solidarity with the world’s IDPs”, NRC Secretary-General Elisabeth Rasmusson said, adding that “Millions of IDPs are forced to survive in appalling conditions, in informal settlements alongside local communities, or hiding in urban slums or forests from the groups who displaced them.” The majority of IDPs across the world remains trapped in protracted displacement. They face many obstacles in rebuilding their lives and they are increasingly neglected and marginalised. According to John Holmes, the UN’s Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, “The number of internally displaced will rise significantly due to anticipated increases in the intensity and frequency of natural disasters. That is why we need to focus urgently on finding appropriate solutions for IDPs to end their displacement and their dependence on relief assistance.” Meanwhile, Datu Micahel O. Mastura, Senior Member of the MILF Peace Negotiating Panel, said the prevailing humanitarian disaster and emergency was directly caused by the government failure to protect civilians and observe the International Humanitarian Laws and Internationally Recognized Human Rights. Datu Mastura, a legal luminary and staunch human rights defender, in his many previous engagements with the ambassadors of the European Union (EU) at the height of the humanitarian crisis last year, had been impressing to EU the urgent need for provide humanitarian assistance and intervention to mitigate, if not contained, the effects of the crisis to the IDPs. International Committee of the Red Cross (ICRC), United Nations Specialized Agencies such as the UNICEF, UN World Food Programme and UNDP, as well as OXFAM – Great Britain confirmed the occurrence of humanitarian crisis in the conflict affcetd areas in Mindanao in October last year.
